High rise vs low rise apartments is a choice between sky and ground. A tower of 20 or more floors gives views, light and a big campus, but it runs on lifts and pumps. A block of 4 floors feels close to the street and costs less to run. This guide compares both on 8 factors, using the G+25 towers at Adarsh Welkin Park as the example.

What counts as high-rise in Bengaluru

There is no single number, and that confuses buyers. The National Building Code of India 2016 (NBC) uses 15 m as the high-rise mark in its fire chapter. That is about 5 floors.

Karnataka uses a higher mark for its fire NOC rule. The Karnataka Fire Force (Amendment) Act, 2023, defines a high-rise as a building of 21 m or more. Anyone who plans such a building must get a no objection certificate from the Karnataka State Fire and Emergency Services. The Act took effect from 24 March 2023.

So in this guide, low-rise means blocks of up to about 4 or 5 floors. High-rise means towers well above 21 m, like the G+25 towers at Welkin Park. Mid-rise blocks of 6 to 7 floors sit in between. Here is how the two main types compare.

Views, light and noise

Height buys you sky. On floor 15 or above, the view often clears nearby rooftops and trees. That means more daylight in the living room and a longer outlook from the balcony.

Street noise also drops as you go up, since you move away from horns and trucks. But upper floors can pick up sound from a wider area, such as a distant highway. It is quieter than floor 1, not silent.

Low-rise flats sit at tree level. Some buyers love that, as a 2nd floor flat can look into a canopy. The trade-off is more shade from the block next door, and more road noise if you face the gate.

Lake or park views change the maths. At a lake-side project, a high floor sees much more water than a low floor. We covered that in our guide to lake facing apartments in Bangalore.

Lifts, power and daily life

In a tower, the lift is your front door. If you live on floor 20, a lift fault or a power cut is more than an annoyance. Two points matter most: how many lifts serve each wing, and how the lifts get back-up power.

At Welkin Park, the written specifications list “lifts of suitable size and capacity in all towers”. The brochure does not give the lift count per wing, so ask for it. The same spec lists DG back-up of allocated power at 50% diversity, with separate BESCOM and DG meters.

Peak hours test a tower. At 8:30 am, many residents leave at once, and wait times grow. Ask how many flats share each lift, then visit an older tower from the same builder at that hour.

Low-rise living is simpler. You can take the stairs with a bag of shopping. For older parents with bad knees, though, a low-rise block with no lift is worse than a tower with good lifts.

Fire safety rules for towers

Fire rules for towers are stricter than for low-rise blocks, and they should be. Escape takes longer from floor 20 than from floor 3.

In Karnataka, a building of 21 m or more needs a fire NOC before construction. The NBC 2016 fire chapter also asks for refuge areas in buildings above 24 m. These are decks or open floors high up where people can wait for rescue during a fire. High-rises also need a fire lift and more than one staircase.

The Welkin Park spec lists “fire detection and fighting as per norms” and CCTV in common areas. Those are standard lines, so ask for the fire NOC itself. Also ask where the refuge floors sit in your tower.

For blocks of 4 or 5 floors, the main escape is the staircase. That is easier in a fire, but small blocks may have fewer alarms and no sprinklers. Check a 4-floor block with the same care as a 25-floor tower.

Wind, heat and balconies

Wind grows with height, so a flat on floor 20 feels it more than one on floor 2. On floor 20, a balcony can feel breezy even on a calm day at the ground. That helps in Bengaluru’s warm months, from March to May. But loose chairs, plants and drying clothes need care.

Sun exposure also changes. A high flat facing west gets the full afternoon sun, with nothing to shade it. A flat on floor 2 may sit in the shade of trees or another block.

Look at the direction your balcony faces before you pick floor 5 or floor 20. A north or east face at height tends to feel cooler than a west face by late afternoon.

Kids, parents and pets

Families with young children often worry about balconies at height. Check the railing height and the gap between bars. Also check that windows have locks a toddler cannot open. In a tower, those checks matter more than they do on floor 1.

Older parents need a different check. Count the steps from the car to the flat. In a good tower, that trip is a short walk and one lift ride. In an old 4-floor block with no lift, it is 60 or more stairs.

Pets add one more factor. A dog in a flat on floor 22 needs 4 or 5 lift trips a day. Ask if the tower has a service lift that pets can use. Welkin Park’s master plan also lists a pet park, which helps.

Upkeep, campus and resale

Towers cost more to run per flat in some ways. Lifts need service contracts. DG sets burn diesel. Pumps must lift water 25 floors. Fire systems need testing. These costs show up in your monthly bill.

Scale helps offset that. A large tower project spreads fixed costs over hundreds of flats, compared with 20 or 30 in a small block. It can also pay for bigger shared spaces. Welkin Park lists a 73,000 sq ft clubhouse and 75+ amenities, and the brochure says 72% of the land stays open. Tall towers make that possible, since they stack homes rather than spread them.

That open land can hold more than lawns. At Welkin Park it includes Miyawaki forest patches, which we explain in our guide to Miyawaki forest apartments.

Resale works both ways. Many Bengaluru buyers now seek big gated towers with a clubhouse. Others want a small, quiet block with low bills. Neither type is sure to rise in value, so buy for how you will live.

Which one suits you?

A high-rise suits you if you want views, a big clubhouse and a large, secure campus. It suits families who will use the pools, courts and play areas 3 or 4 times a week. It also suits buyers who work from home and value light more than a quick walk to the street.

A low-rise suits you if you want lower bills than a tower and fewer neighbours. It also suits people who dislike lifts or want a block of 10 to 30 homes.

If you pick a tower, choose your floor with care. Floors 1 to 3 get more noise and dust than middle floors. The top 2 or 3 floors get the best views but depend most on lifts. One common middle path is a floor between about 8 and 18.

Frequently asked questions

The Karnataka Fire Force (Amendment) Act, 2023 treats a building of 21 m or more as high-rise for fire NOC purposes. The National Building Code 2016 uses a lower 15 m mark in its fire chapter.

High-rise towers must meet stricter fire rules than low-rise blocks, such as a fire NOC in Karnataka and refuge areas above 24 m under the NBC. Safety depends on those systems working, so ask for the fire NOC and check that alarms and sprinklers get tested.

Often yes, per square foot, because lifts, DG sets, pumps and fire systems cost money to run. A large project can spread those costs over many flats, so compare the actual quote.

The towers are G+25, that is ground plus 25 floors. The specification lists lifts of suitable size and capacity in all towers, fire detection and fighting as per norms, and DG back-up.

Middle and upper floors usually get more light and less street noise than floors 1 to 3. Very high floors depend more on lifts, so check the number of lifts per wing and the DG back-up.
